SCR 1008: municipalities; counties; vote; fee increases

Overview

Prohibits a municipality or county Board of Supervisors (BOS) from increasing an assessment, tax or fee without a two-thirds vote by BOS.

History

Municipality and county BOS cannot levy or assess new taxes or fees or increase existing taxes or fees on a business without complying with outlined notification requirements (A.R.S. §§ 9-499.15 and 11-251.13).

Provisions

1. Prohibits the common council of a municipality from levying or imposing an increase in any assessment tax or fee without a two-thirds vote of the common council of the municipality. (Sec. 1)

2. Prohibits BOS of a county from levying or imposing an increase in any assessment tax or fee without a two-thirds vote of the BOS of a county. (Sec. 2)

3. Declares the regulation of increases in municipal or county assessments, taxes and fees to be a matter of statewide concern and preempts further regulation by a municipality or county. (Sec. 1, 2)

4. Requires the Secretary of State to submit the proposal to the voters at the next general election. (Sec. 2)
