Purpose

Appropriates $103,300,000 from the state General Fund (state GF) in FY 2026 to the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) for salary increases of 20 percent for correctional officers and 10 percent for all other employees.

Background

ADCRR encompasses the various institutions, facilities and programs that comprise the correctional program of Arizona and provides supervisory staff and administrative functions at the state level on all matters relating to the institutionalization, rehabilitation and community supervision of adult offenders (A.R.S. ยง 41-1602).

The Joint Legislative Budget Committee fiscal note on S.B. 1010 estimates a state GF cost of $94.8 million to provide a 20 percent salary increase to correctional officer positions and a cost of $850,000 for every 1 percent salary increase for all other ADCRR employees. The estimates do not include funding for salary adjustments related to vacant positions (JLBC fiscal note).

Provisions

1.   Appropriates $103,300,000 in FY 2026 from the state GF to ADCRR for a salary increase of:

a)   20 percent for correctional officers employed by ADCRR; and

b)   10 percent for all other ADCRR employees.

2.   Becomes effective on the general effective date.

Amendments Adopted by the Public Safety Committee

1.   Adds an unspecified salary increase for all ADCRR employees.

2.   Updates the fiscal impact statement.

3.   Makes conforming changes.

Amendments Adopted by the Appropriations Committee

1.   Sets the unspecified:

a)   amount of the appropriation at $103,300,000; and

b)   salary increase at 10 percent.

2.   Modifies the salary increase for all ADCRR employees to be for all ADCRR employees that are not correctional officers.

3.   Makes conforming changes.
