ARIZONA STATE SENATE

appropriations; criminal justice; salary increases
Purpose
Appropriates $_____ from the state General Fund (state GF) in FY 2026 to the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR), the Arizona Department of Juvenile Corrections (ADJC) and the Department of Public Safety (DPS) for employee salary increases.
Background
ADCRR encompasses the various institutions, facilities and programs that comprise the correctional program of Arizona and provides supervisory staff and administrative functions at the state level on all matters relating to the institutionalization, rehabilitation and community supervision of adult offenders (A.R.S. § 41-1602).
ADJC is responsible for the care and treatment of youth offenders adjudicated to be delinquent and remanded to the custody of the department. ADJC has jurisdiction over minors until they are released from custody or turn 18 years old. ADJC is tasked with the purpose of supervision, rehabilitation, treatment and education of all committed youth (A.R.S. § 41-2802).
DPS is responsible for the enforcement of state criminal laws and traffic regulations. DPS operates highway patrol, operates and maintains statewide communications systems, state crime laboratories and an automated fingerprint identification network, performs aviation missions, special investigations and is designated as the state's receipt of federal Victims of Crime Act grants (A.R.S. § 41-1711).
S.B. 1061 appropriates a total of $____ from the state GF in FY 2026 to ADCRR, ADJC and DPS.

5. Becomes effective on the general effective date.
