ARIZONA STATE SENATE

appropriations; victims of crime; services
Purpose
Appropriates a total of $20,650,000 from the state General Fund (state GF) in FY 2026 to the Arizona Criminal Justice Commission (ACJC), the Department of Economic Security (DES) and the Department of Public Safety (DPS) to backfill funding for services paid for with monies received by the state from the VOCA Fix to Sustain the Crime Victims Fund Act of 2021 (Act).
Background
The Act provides direct assistance services to victims and survivors of all types of crimes through annual federal formula-based grants to each state. State victim compensation programs reimburse victims for out-of-pocket expenses resulting from crimes and to support victims who have suffered physical, emotional or financial harm (P.L. 117-27, 117th Congress, 2021).
S.B. 1079 appropriates $20,650,000 from the state GF in FY 2026 to various agencies for backfill funding.
Provisions
1. Appropriates the following amounts from the state GF in FY 2026 to backfill funding for services paid for with monies received by the state from the Act to the following agencies:
a) $2,250,000 to ACJC;
b) $9,100,000 to DES; and
c) $9,300,000 to DPS.
2. Becomes effective on the general effective date.
