state broadband office; transfer; ADOA
Purpose
Transfers authority of the State Broadband Office (Office) from the Arizona Commerce Authority (ACA) to the Arizona Department of Administration (ADOA).
Background
Laws 2022, Chapter 384 established the Office within the ACA, consisting of the State Broadband Director, who serves at the pleasure of the Chief Executive Officer of the ACA (CEO). The CEO may hire staff for the Office to: 1) coordinate the implementation of local, state and federal broadband programs; 2) coordinate and execute federal broadband grant applications with public and private stakeholders; 3) provide guidance and support to stakeholders in navigating regulatory and permitting processes for broadband infrastructure projects; 4) provide guidance and support to public and private partners on broadband policies and practices; 5) solicit feedback from stakeholders to develop broadband policy priorities that may influence broadband policies and programs; and 6) work with local partners, state and federal agencies and telecommunications providers to develop plans to improve internet connectivity and resiliency in Arizona. The Office must publish and maintain a state broadband plan that further elaborates on the strategies and tactics to achieve the state's broadband goals.
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Transfers authority of the Office from the ACA to ADOA.
2. Makes technical changes.
3. Becomes effective on the general effective date.
