ARIZONA STATE SENATE

appropriations; public safety equipment
Purpose
Appropriates a total of $1,228,000 from the Peace Officer Training Equipment Fund (Fund) in FY 2026 to the Flagstaff and Glendale Police Departments (PDs) for specified weapons and public safety training simulators.
Background
The Fund consists of monies from two sources: 1) a surcharge assessed on fees charged by court-authorized diversion programs of $4 for every $9; and 2) a $4 fee on every civil penalty imposed and collected for civil traffic violations or criminal violations of motor vehicle statutes or local ordinances related to the stopping, standing or operation of a vehicle (A.R.S. §§ 12-114 and 12-116.10). Fund monies are subject to legislative appropriation and exempt from lapsing and may only be used for peace officer training equipment. The Peace Officer Training Equipment Fund Advisory Commission is required to annually submit written recommendations to the Governor and Legislature for the allocation of Fund monies (A.R.S. §§ 41-1731 and 41-1732).
S.B. 1368 appropriates a total of $1,228,000 from the Fund in FY 2026 to Flagstaff and Glendale PDs for pepper ball and pepper ball weapons and three public safety training simulators.
Provisions
1. Appropriates a total of $528,000 from the Fund in FY 2026 to Flagstaff PD that includes:
a) $200,000 for pepper ball and pepper ball weapons; and
b) $328,000 for one public safety training simulator.
2. Appropriates $700,000 from the Fund in FY 2026 to Glendale PD for two public safety training simulators.
3. Exempts the appropriations from lapsing.
4. Becomes effective on the general effective date.
