appropriation; criminal intelligence coordination center

Purpose

Appropriates $1,000,000 from the state General Fund (state GF) in FY 2026 to the State Treasurer to distribute to the Yavapai County Sheriff's Office to operate a criminal information intelligence analysis coordination center (CIIACC).

Background

The U.S. Office of Intelligence & Analysis (U.S. I&A) is the only intelligence community (IC) element statutorily charged with delivering intelligence to state, local, tribal and territorial and private sector partners and developing intelligence from those partners for the U.S. Department of Homeland Security (U.S. DHS) and the IC. The U.S. I&A’s main focus is providing the U.S. DHS with the intelligence and information the U.S. DHS needs to keep the Homeland safe, secure and resilient (U.S. DHS).

The U.S. Criminal Intelligence Coordinating Council (U.S. CICC) also collaborates with federal partners, including the U.S. Department of Justice, U.S. DHS, Federal Bureau of Investigation and Office of the Director of National Intelligence, to coordinate national initiatives focused on intelligence sharing. The advice and recommendations of the U.S. CICC and its membership have also been sought by the Secretary of the U.S. DHS, members of U.S. Congress and representatives of state governments (U.S. DOJ).

S.B. 1497 appropriates $1,000,000 from the state GF in FY 2026 to the State Treasurer to distribute to the Yavapai County Sheriff's Office to operate a CIIACC.

Provisions

1.   Appropriates $1,000,000 from the state GF in FY 2026 to the State Treasurer to distribute to the Yavapai County Sheriff's Office to operate a CIIACC that is:

a)   responsible for collecting, analyzing, synthesizing and disseminating real-time, actionable information; and

b)   designed to interdict human trafficking and controlled substance trafficking conducted by international criminal cartels.

2.   Becomes effective on the general effective date.

Amendments Adopted by Committee

· Appropriates monies to the State Treasurer to distribute to the Yavapai County Sheriff's Office, rather than the Department of Public Safety.
