ARIZONA STATE SENATE

Purpose
Allows the Director of the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) to post statutorily required information on the ADCRR website as prescribed.
Background
ADCRR encompasses the various institutions, facilities and programs that comprise the correctional program of Arizona and provides supervisory staff and administrative functions at the state level on all matters relating to the institutionalization, rehabilitation and community supervision of adult offenders (A.R.S. § 41-1602).
The Director of ADCRR (Director) must be responsible for the overall operations and policies of ADCRR and must maintain and administer all institutions and programs within the ADCRR. The Director must develop and establish a uniform statewide method of reporting statistics and submit an annual report that details the inmate-to-staff ratio at each facility and the number of: 1) inmate deaths while in custody, including suicides, and suicide attempts while in custody; 2) physical and sexual assaults in custody; 3) inmates placed in administrative segregation or solitary confinement and the duration segregation or confinement; 4) facility lockdowns that lasted longer than 24 hours; 5) total staff, the tenure of each staff member, the staff turnover rate, staff vacancies and staff compensation at each facility; 6) inmates at each facility; 7) in-person visits for each inmate at each facility; 8) in-person visits that were denied for each inmate at each facility; and 9) inmate complaints or grievances that were submitted to ADCRR, the resolution of the complaint or grievance and the amount of time it took to resolve each complaint or grievance (A.R.S. § 41-1604).
There is no anticipated fiscal impact to the state General Fund associated with this legislation.
Provisions
1. Allows the Director to post on the ADCRR website information from all statutorily required reports, forms, plans and summaries.
2. Stipulates that the posted information must be treated as if ADCRR submitted the report, form, plan or summary to the relevant entity.
3. Requires the Director to notify all relevant entities that the statutorily required information has been posted to the ADCRR website.
4. Becomes effective on the general effective date.
