ARIZONA STATE SENATE

appropriation; civil air patrol
Purpose
Appropriates $250,000 from the state General Fund (state GF) in FY 2026 to the Department of Public Safety (DPS) for the maintenance and operation of the Civil Air Patrol (CAP).
Background
CAP is a federally chartered non-profit corporation that is also the Air Force auxiliary. CAP executes a number of different operations, including: 1) search and rescue; 2) disaster response; 3) support of counterdrug operations; 4) youth development; 5) promotion of aerospace education; and 6) combat and flight readiness programs (CAP).
The Arizona Wing CAP consists of over 1,100 youth and adult members, 17 aircraft and 23 multi-purpose vehicles to support federal, state and county governments, emergency responders and law enforcement agencies in various emergency service, aerospace education and cadet training missions (AZWG).
DPS receives an ongoing appropriation of $144,000 for the maintenance and operation of CAP from the state GF (JLBC).
S.B. 1714 appropriates $250,000 from the state GF in FY 2026 to DPS.
Provisions
1. Appropriates $250,000 from the state GF in FY 2026 to DPS for the maintenance and operation of CAP.
2. Declares the Legislature's intent that the appropriation be considered ongoing.
3. Becomes effective on the general effective date.
