ARIZONA STATE SENATE
Fifty-Seventh Legislature, First Regular Session
appropriations; Interstate 10; vehicle lanes
Purpose
Expedites the expansion of the Interstate 10 (I-10) by advancing appropriations for the project by one fiscal year, increasing those appropriations by a total of $25 million and prescribing requirements for the procurement of construction bids.
Background
The FY 2025 state budget replaced a total of $108 million in supplemental appropriations for FYs 2023 and 2024 with appropriations of $30 million in FY 2027 and $78 million FY 2028 from the state General Fund (state GF) to the Arizona Department of Transportation (ADOT) to design and construct additional vehicle lanes, separated by a lighted median, on the I-10 between State Route 85 and Citrus Road (Laws 2024, Ch. 211).
Cost-plus-time bidding, commonly referred to as the A+B method, determines the lowest bid for a construction contract award based on the combination of: 1) the traditional bid for contract items as a dollar amount for the performance of work, the A portion of the bid; and 2) the associated cost of the time needed to complete the work, the B portion of the bid (FHWA).
H.B. 2192 appropriates a total of $133 million from the state GF in FYs 2026 and 2027 to ADOT to expand the I-10.
Provisions
1. Modifies the following appropriations from the state GF to ADOT to design and construct additional vehicle lanes, separated by a lighted median, on the I-10 between State Route 85 and Citrus Road by appropriating:
a) $40 million in FY 2026, rather than $30 million in FY 2027; and
b) $93 million in FY 2027, rather than $78 million in FY 2028.
2. Stipulates that ADOT must procure construction bids that incorporate the A+B method to expedite construction and ensure completion of this project in a timely manner.
3. Makes conforming changes.
4. Becomes effective on the general effective date.
