ARIZONA STATE SENATE

Purpose
Appropriates $1,000,000 from the state General Fund (state GF) in FY 2026 to the Department of Public Safety (DPS) to distribute to city, town, county and tribal law enforcement agencies for the purchase and deployment of drones for law enforcement purposes.
Background
Except as authorized by law, a city, town or county may not enact or adopt any ordinance, policy or rule that relates to the ownership or operation of an unmanned aircraft or unmanned aircraft system or otherwise engage in the regulation of the ownership or operation of an unmanned aircraft or unmanned aircraft system. An unmanned aircraft is an aircraft, including an aircraft commonly known as a drone, that is operated without the possibility of direct human intervention from within or on the aircraft and a public unmanned aircraft is an unmanned aircraft or unmanned aircraft system that is operated by a public agency for a government-related purpose (A.R.S. ยง 13-3729).
H.B. 2896 appropriates $1,000,000 from the state GF in FY 2026 to DPS to distribute to city, town, county and tribal law enforcement agencies for the purchase and deployment of drones for law enforcement purposes.
Provisions
2. Exempts the appropriation from lapsing until July 1, 2027.
3. Becomes effective on the general effective date.
